Yes, but there still is all the water stored in the tank plus the water stored in the existing hot water lines throughout your home that will eventually leak out.If you intend to install a hot water heater (HWH) yourself and you do not have valves to isolate the existing plumbing then turn off your main water supply, drain the water from your home using the lowest level sink, then attach a hose to the bottom of the HWH and drain the tank. When you install the new HWH install new shutoff valves. (Hint: Check with your local city plumbing and see if an expansion tank is required.)
Where is the inlet and outlet of your pressure tank?
A pressure tank for a pump & well potable water system only has one connection. To connect the pump and tank to your house's water inlet, simply connect the tank and pump together with pressure rated pipe, SCH 40 PVC works fine. In that line, cut in a TEE fitting, and from that T, connect the house inlet with a valve to shut the water off.

What plumbing is required to install a hot water tank on second floor?
There has to be a tank pan under the hot water tank with a drain hooked up to the pan. If the tank leaks, it will go into the pan which will flow into the pipe that you have to have hooked up to the sewage system.
