Use crank bolt to turn engine so number one cyl at tdc. You can feel it move up through plug hole with a helper. Then use mark on balancer to set zero. Then you drop it in, but the tricky part is rotor has to be in position to fire number one terminal. See below for more details.

The egr valve on the 1999 vortec v6 is bolted to the intake valve. It is just behind the distributor.
The 4.3L V6 GM engine does not have a timing belt it has a chain, and it does not directly drive the distributor.
The vortec has bigger pistons

You must set the cam retard to plus or minus 2 degrees, or you have other problems.

I have a 98 Suburban with the 5.7 vortec V8. The cam sensor is in the distributor. Remove the cap and rotor to get to the sensor. Hope this helps.
On the Vortec the computer does it all.
