Some breeds of dogs such as the English Sheep Dog where meant to have some hair over their eyes to protect them. English Sheep Dogs of course were herders of sheep. Still, most pet owners that don't put their dogs into Show prefer to keep the hair clipped above the eye and this is fine.
You can either get your scissors and cut the dogs hair (make sure the dog stays very still or get someone else to hold the dogs head still. My dog groomer told me to always look from behind the dogs head while cutting the hair from ABOVE THE EYES so you don't get such a blunt cut. After you have done this then face the dog and tidy up the cut.
