If you don't have a filter then get a VERY powerful one. Clean your tank once a month and do a 20% water change every 2 weeks. Get rid on any algae or rotten live plants. Feed your turtles in a different container, like one you would use for water melon but never use it for your food again. Buy water cleaners that are turtle safe, you can find them in the reptile section of most pet stores, and use it as directed. Make sure that your tank isn't over crowded. Hopefully this will solve your problem, I know how much turtles can stink so hopefully you won't have to live with it for too much longer.

Clean the water monthly (even though it's a hassle) AND invest in a quality filter recommended for twice the cage size you have. Also a bigger cage would allow for less frequent cleanings.
