I can only answer part of this question.The fan does run continuously when you use it. I had the same problem.You just have to make sure you slide the lever all the way off every time and make sure it is off when you leave the vehicle. I had my dash replaced because everything went dead.The dash replacement came from Georgia.
The tachometer may not be working on a 1995 Chrysler LeBaron because the cable may be bad. Check to ensure the cable is not broken or kinked.

The starter is hard to get at under the fuel lines and junk on the drivers side of the engine compartment. I had mine done by a mechanic because it was to difficult for me to get at.
The Chrysler 3.3 engine should fit because the 3.3 was designed to replace the crappy 3.0 Mitsubishi that came with them. Do not forget to change the ECU and the transaxles, too. BTW, the 3,0 Litres newer than 1992 is not crappy, usually it is the owner who does not care about
