Easy you either get rid of the cat or get a litter box with a top on it and place a line of ground chili powder in front of the entrance of the littler box it wont bother the cat as much as the dogs because dogs sniff everything and their noses are more sensitive they will be sure to go the other direction once they get a sniff of the pepper.
