I'd say my beat method is to bring plenty of turbo to keep away from him, while using a high damage weapon such as the Anti-Materiel Rifle or All-American to take him down quickly.

If you are going to kill the outcast... make sure you raid fort independence to get some powerful weapons like the gastling laser.. or PLASMA rifles.
