To knit a jacket, one must first have a knowledge of knitting.
Now, there are many ways to knit jackets, different patterns depending on the type of yarn, the size of the needles being used, and the knitter's tension with these. The best thing to do is find a pattern for a jacket, whether online, in a craft store, a knitting magazine, etc., and follow it.
The basics of knitting most jackets is to knit it in five pieces: two sleeves, two front panels, and the back piece. Almost all the time, the back and the front panels are the same length, and the sleeves are the length of the arm from the wrist to the peek of the shoulder. For most sleeves, (it depends on the style of jacket), the sleeves are thinner at the wrist and larger at the top.
Once the pieces are knit, they are sewn together with a large tapestry or yarn needle. The side panels are sewed to the back and the shoulder seams are stitched, the seam on the sleeves are sewed, and finally the sleeves are set into the armholes.
Of course, this is just a broad explanation of how mostjackets are knit.
What I did was first learn how to knit a scarf. Then after I learned how to do that I went to local craft store (Michaels) and bought 3 balls of yarn and size 10 knitting needles. Then I went home and found a blanket that I thought would be the right length and calculations for my blanket. I then started knitting my blanket. First to cast on you make a cursive e with your yarn and put the needle through the hole. You need to leave some room at the end so you can put the yarn back through to make a slip knot. Then if you know how to knit you do just that but instead of pulling the yarn off the needle you use the other one and slip it back on to make another one.
If your question is how to re-purpose a fleece garment, one suggestion is to cut it into narrow strips and use it as yarn.
If your question is about sheep fleece, the animal is shorn, the wool cleaned and carded, then spun into yarn, with which you then knit.

A hoodie could be considered a sweater or a jacket. Which category it is in depends greatly on the material from which it's made. A fleece hoodie or a knit hoodie would likely be considered sweaters while a windbreaker hoodie would likely be considered a jacket.
