Insufficient fuel pressure usually indicates a pump problem. But, the culprit can also be the CCRM, or constant control relay module, located (of all places) directly on top of the (hot) radiator. This box can pass a lot of current through its relays(see the two healthy GNDs coming out of it and going directly to the battery terminal). The AC clutch, the radiator fan, and the fuel pump are serviced by this 3"X4" box and it can generate plenty of heat w/o that of the radiator. There are some solid state components in this box. They don't like heat. Sooner or later they fail. The failure can be intermittent, making it doubly challenging to diagnose.
Fuses? Loose connections. Faulty wiring. All contribute to the fun.
Bypass the relay and if the pump works the relay is bad.
A fuel pump pressure test could determine the condition of the fuel pump and fuel system.

If the relay is bad, then the fuel pump will not work.
If the fuel pump becomes noisy you can rest assured it is going bad. But, the pump maybe going bad and not make any noise at all. Anytime you have a problem with fuel delivery, first thing to do is replace the fuel filter. After replacing the fuel filter a fuel pressure test will verify the condition of the pump.
