If your vehicle is 1995 or newer, it will be equipped with OBD II. This is where the inspector plugs into the on-board computer of your vehicle. If your check engine light is not on when the vehicle is hooked up to this data link, the vehicle will more then likely pass as far as emissions, (smog) is concerned. Vehicles older than 1995 are hooked up to a 4 gas analyser which determine your emissions. Hoped this helped.

There could be many reasons why your car will not pass the smog check in your state. The inspection center should have given you a code as to why the car failed.

It depends on where you live. In California you will not
I would recommend going with a hybrid car. It will save you on gas, and it will definitely pass any smog checks. You can get a Ford, a Toyota, or any kind of hybrid car you want.
The cost to repair a timing problem so the car will pass a smog test varies from car make, car model and shop. It could cost somewhere between $60 and $200+ depending on part and labor costs.
