On my van, we tested the wires going to the radiator fan. After disconnecting the battery, we applied power to just the wires. If they spin, they work.
When the radiator isn't working
remove radiator cap, and watch the fluid, ull know that the water pump and thermostat is working if you see the coolant flowing around, kinda like a small creek in the radiator.
There is not one you have to remove the lower rad hose to drain.I know because I have one.

Checking your radiator always
Check the radiator/condensor fan for proper operation.Check the radiator/condensor fan for proper operation.
A fuel pump pressure test could determine that.
Fill radiator to 1" from top-run engne to normal operating temperature and carefully check again
Follow the top radiator hose down to the water outlet. The stat is in there. Let me know if this helps you. Mark
I have a 1999 300M, and funny to say, the same thing happened. two weeks ago my A/C stopped working, and now the radiator fans are messing up. I checked the fuse box and both hi and low radiator fanfuses were burned. I am going to take the car to be checked this week. I'll ket you know how it goes.
