If the timing belt went as in broke/stopped working, I don't think your engine would start. The timing belt controls the camshafts which actuate the intake and exhaust valves.
Neons have an interferance engine if the timing belt broke you possibly have bent valves and the engine will spin over very fast and you will have no compression. That's probably not what you want to hear though. Cross your fingers.

If it has not failed yet then you need to take the cover off and inspect it for cracks and such. If it has failed there will be no compression, the engine will not run and the camshaft timing will be way out.

Sorry but I must be blunt here. If you do not know where the timing belt is, then you have no business trying to replace it. This is an interference engine. Install the timing belt incorrectly on this engine and when you start it, you will have engine damage. Take it to a professional for the belt replacement.
