If the timing belt went as in broke/stopped working, I don't think your engine would start. The timing belt controls the camshafts which actuate the intake and exhaust valves.
Neons have an interferance engine if the timing belt broke you possibly have bent valves and the engine will spin over very fast and you will have no compression. That's probably not what you want to hear though. Cross your fingers.
2.7 has chain, 3.4 (6cyl.) has belt
You will not know and you cannot tell by looking at it. This is why it is mandatory that you change it every 110,000 miles. Warning: This is an interference engine, so if the belt breaks you will have serious engine damage.

I know of no vehicle where the engine has to be removed to change a timing belt.
The 1997 Buick Park Avenue does not have a timing belt. It has a timing chain.
If the timing belt is broken the vehicle will not start.

If it has not failed yet then you need to take the cover off and inspect it for cracks and such. If it has failed there will be no compression, the engine will not run and the camshaft timing will be way out.
Sorry but I must be blunt here. If you do not know where the timing belt is, then you have no business trying to replace it. This is an interference engine. Install the timing belt incorrectly on this engine and when you start it, you will have engine damage. Take it to a professional for the belt replacement. Also replace the water pump at the same time to save yourself labor costs down the road.
Remove the timing belt cover and inspect the belt or change it every 90K miles.
