grab both hands on each side of the fan blades while it is still installed on the water pump and try to shake it or wiggle it. if it wiggles or fells loose while both hands are trying to wiggle it then the bearings are bad and if not then the pump is good
Bad water pump, the seal is gone. Get a new water pump.
It is rare for a water pump not to work however a water pump going bad will leak coolant and can be noisy from bad bearings.
I have a 94 jeep and the fuel pump went out. the way to tell is if jeep wont start. that because there no fuel coming from the pump to the motor.

Check the hose that goes into your water pump but most likely it is a bad water pump dripping from the weep hole. I would replace the water pump if you can trace the water from that area
