The only 100% sure way to know is to remove the starter and have it bench tested at an auto parts store.
A bad EGR valve can cause this smell. Or defective O2 sensor.

The 93 Caprice could be losing fuel pressure. Check the fuel filter and the pressure to see if the pump could be bad.
I would check the fuse, it's in the driver door access panel. after that, blower itself, bad switch in dash. jr
