To check if a speed sensor is bad. Pull the sensor and connect your ohm (resistance) meter probes to the two terminals of the speed sensor. There needs to be 7 or more pulses of zero resistance, and the resistance between needs to be infinite. There are 2 speed sensors, an input and output. I had this happen once, and to put it real simply, your speedometer won't work anymore.
The speed sensor may be built into the hub bearing. In that case the whole hub bearing needs to be replaced.

If you are talking about a wheel speed sensor then the abs light will be on.
The output speed sensor tell the computer what speed the trans output is turning to know when to shift.
I do not know about the 1999 ford specifically but my 2000 ford Triton v10 had to have the rear axle speed sensor replaced because the abs and brake light indicators on the dash came on. The service manager said the sensor controlled the ABS, speedometer, and some transmission functions.
