After you diagnose the battery to make sure that its not dying, you can pull the starter and take it to an auto shop like checker, pep boys, o'reiley, etc. They will put current to it on a machine and test it, usually for free.
This sounds like your starter solenoid is bad.

The 1991 Ford Explorer should have a separate starter relay that sends power to the starter. It sounds like the relay has stuck and is sending power to the starter even after the vehicle is running.

your starter might be going out does it click if so its your starter if not than maybe battery if not battery than its the alternator
