The lanterns are not marked by number. There are five down the street at Golden Harbor. Counting from the dock, the first one you see can be labeled #1, and the last one #5. According to the drape on the doorway, the 1st, 2nd, and 4th lanterns need to be lit at the same time.
Because turning on #2 or #4 will turn out #1, you have to light them so that #1 is the last one. So you can light #4, then 2, then 1 or you can light 2 then 4 then 1.
