You know who has a message board simply by looking if they are an ID or not. An ID is a guest user, and is not given a message board. On the other hand, a registered user has a message board.

If you know their name, then open =your own= message board and type their name instead of yours in the URL box (the very top of the page). If you are on their profile page, then look at the top right area and click "Message this user". That will take you to their message board.

If you are a registered member: Go to the user's profile that you want to message. Click on the letter icon at the top of the page. You will go to the user's message board. Type you message in the box and click send. You could also: Click on "My message board" in the side bar. This takes you to your message board. Type the username of the person you want to send the message to in the box beside "New message to." Type your message in the box under that. Click "Send."

It is not possible to make a message board purely with HTML. To do so you need a programming language. HTML is only for the design of your page, like how it looks, the colours it uses, the size of the text, the font of the text and so on. HTML doesn't do any processing, which is what a message board needs. So to create your own message board you need to know how to write programs. There are lots of message board providers that allow you to use their systems to create your own message board, so maybe that is what you should look at doing, if you want to get your own message board quickly. To learn how to program one would mean having to learn all about programming and that can take a very long time to do.
