Popping out the exhaust, or carb. Engine will run rough on acceleration. Pull the valve covers off, and sping it over by hand, watching to make sure all the valve stem heights are the same, at one point. A rocker arm will have accessive slack, at some point. A cylinder leak down test is the proper way, however, it requires several specialized tools.
VAlves are fine it will not bent valves
Remove the spark plugs and check the compression in the cylinders, low to no compression will indicate a bent or stuck valve

Make sure all of the valves are closing, or, the stem height is all the same at one point, on every valve. And remember, a burned valve, will act the same as a bent, or stuck valve. I'm having that done now(98 S10). $380 to replace the chain. If they have to pull the oil pan to remove broken pieces, it will be $805. When they get it back together, they will do a compression test to see if any valves are bent. Don't know what it will cost to fix that.
If you have a bent valve slide, or valve, or valve casing, they usually wont move. Valve's and valve casings would prevent the valves from moving, while bent valve slides wont easily pull out. If you suspect a bent valve, valve casing, or slide, try cleaning and oiling it first, valves and slides can become stuck with the lack of valve oil or slide grease.

As far as I know, all small blocks have adjustable valves. Definitely all small blocks built before the LT1 and LS1.
Need to KNOW the YEAR of the engine. And what it is in.
If the timing belt has broken, the usual case is the motor has bent valves and is destroyed.
