Visually inspect for chips, tears, or cracks. If its badly cracked or worn in any way, replace it ASAP if that snaps when driving, it'll be a hell of a lot more expensive than catching it before it breaks.
You will not know by looking if the belt needs replacing. That is why it is replaced at a set interval. Your owners manual will tell you when to replace it.
