When the pressure becomes erratic time to replace
If the water is dripping, I would replace it just to be safe. It doesn't cost much money.
Make sure your valve is all the way on at hot water tank. If you have a gate valve -- instead of ball valve -- Gate valves -- will break inside the valve and you will not know if it is all the way on or not -- If you turn handle and it keeps turning then it is broke inside the valve -- turn water off at main and replace with ball valve.
You know it by touching and feeling the pipes on the hot water side; if they are hot, there is water running through the pipes and obviously the heater valve is open on hot side.
I just want to know when do i have to replace the water tank.
They don't go bad. Either it maintains vac or it does not. If not, just replace gaskets.
I don't know about the 96', but for the 98' and 2000 it is located on the top of the valve cover on the passenger side near the back. Just pull the hose out and replace the valve on the end. .

It's easy, if you know what you are doing it should take you about 15 min including replacement of PCV valve grommet.
Open the pop off valve on the top and see if air releases. If this does not work may need to replace water heater. This is very dangerous and can explode if the pressure builds to high!!! How do you know it's vapor locked?
I don't know much about the EGR valve yet....but i know some autoparts stores can reset your light for free...just call around.
