It depends on the laws in your jurisdiction. Call your town or county offices to ask if it is legal to keep livestock in a residential neighborhood. If there is no law against it you may need to take the matter to court.
If it is mainly a residential area then under public interest they would not be allowed to build a chicken house. To stop them building a chicken house, you need to show how would it effect you. Even the chicken house owners may argue the public interest principle that if they build this chicken house it would benefit the area. Therefore, you need to have a strong case to defend yourself. You can even get a petition signed by the neighbors to show your public interest that even they don't want it to be built.
Under legal terms, it comes under Equitable Remedies. Injunctions would be the remedy for you. More precisely it would be 'Quia Timet' Injunction where you fear something would happen in near future. For instance you fear a chicken farm would be built and it would cause harm to the society or to yourself. Therefore it would protect you from something happening in future.
