if your talking about Xbox 360 then i have the answer dont know if its different on computer but all you have to do is by some lockpicks or find them in crates or something. i buy them from this thieves guide dude in the big city cant remember what it is called but its pretty obvious when you get there but depending on your skill lvl you can pick tougher locks. also depending on the lock diffuculty and your skill will tell you how many lockpicks it will take tell your guy finally gets it open.

∙ 9y agoJust keep on trying is the best I can tell you. They are very hard, and you will need lots of lock-picks, because you will break a lot. Master locks you can be off from the correct spot almost by none. And you only get like two tries with a pick before it breaks. Sometimes only one. When you find that it starts to nudge a little, mentally keep not that "this is the area of the lock to be in." keep going by that spot, and each time take note as you move a little to find where the exact spot is. It can be helpful if you have any enchanted items (available from the thiefs guild) that makes lock-picking easier. Also if you increase your skill and perks all the way up to 100, it will make master locks easier. Although by the time you finally get to 100, you'll probably have picked all the master locks already. XD
