No type of exrcise will make a person lose fat on any specific area of the body. "Spot training", as this is called, will only tone the specific muscle in that area, but will not decrease fat in that specific area. Fat loss occurs when fat stores are broken down, and enter the blood stream where it is distributed all over the body to be used as energy.
An excellent way to lose nipple fat is to rub carrot juice on the most affected area.
Short of liposuction there's no way to target weight loss. If you're that desperate, you'll have to go on a diet to lose fat all over. Some of that fat will then be lost from your "trouble" area.
Most diets and regimes focus on the stomach. If you want to lose hip and thigh fat, though, try out a diet regime that includes workout exercises and cardio targeting the hips and thighs.
Unfortunately it is extremely difficult to target where you want to lose fat. The closest thing you can do to target an area where you want fat burn is to exercise the muscles of that area while doing plenty of cardio. Unfortunately its not exactly easy exercising the muscles in your face. An elliptical increases the heart rate and any exercise that does this will burn fat. You will ultimately lose fat in your thigh and belly area, but depending on your genetics and diet you might not lose in those areas first.
