Short of liposuction there's no way to target weight loss. If you're that desperate, you'll have to go on a diet to lose fat all over. Some of that fat will then be lost from your "trouble" area.

The closest thing you can do to target an area where you want fat burn is to exercise the muscles of that area while doing plenty of cardio.
