That sounds like a really weird desire. Losing weight on legs would be through losing some weight all over, and not doing any strenght building exercises for the legs. For gaining weight on stomach I have no idea, unless you can get pregnant.
burn more calorie than you consume. for instance if you consume 2000 calories a day and you burn 2500 calories then you will start to lose weight if you do this for a long period of time you can lose a good bit of weight. one other thing to remember is that you cannot target one place on your body to lose weight. so yo cant just lose weight on your stomach or legs your body will decide were it need the fat from.
There are a lot of ways that people are trying to lose weight these days. research the ab king pro. This is a machine which helps you loose weight, and tone the muscles in your stomach. You can see the first results in 3 days. If you train on it for about half an hour per day, in a week you could look a new person. The ab king pro is quite expensive- £100. But it might be worth it. Goodluck on losing weight!

plastic surgery. there is NO way to "spot-reduce" fat through diet and/or exercise. if you lose weight, you lose it all over.
Not at all it helps if you diet to a certain weight and maintain it for a while it should be hard to get over that weight. I think dietng helps you lose weight in the future. I dieted and lose weight without dieting.
It is usually safe to lose weight rapidly, but it is not always effective over the long term. To lose weight and keep it off, follow an exercise program and sensible diet.
