I made a sky lantern as a school project when I was about 10. You can figure out the assembly yourself. it's pretty straight forward, but here are the things I did:

This could present a large fire risk in some areas. You should time how long it takes to burn the fuel, and consider reducing the amount of fuel used to ensure it doesn't go too far. During one of my launches, the fuel fell out about 10 seconds after launch (because it wasn't secure enough), and the balloon still traveled about 1/4 mile. Luckily we were nearby to extinguish the firelighter which fell.
I managed to make one after purchasing from a company called skylanterns2u. They were really good and told be exactly how to make, even mentioned the fuel cells are made from toilet paper just dipped into old candle wax. Just be very careful, easier to buy the quality ones like I did on the net.

When buying them in the US, always be sure and get the flame retardant ones, like those sold at skylighter.com/mall/novelty.asp. Not all sky lanterns come with flame retardant. Check before you buy.
well there are a few steps so i will tell you step by step:
1.
get an a-4 piece of paper and cut a strip off it.
2.draw a picture on the piece of paper
3. fold the long side over so that ur paper is long
4.then keep it folded and cut slots but dont go right through the paper
5. in the end it will have about 12 ltots in it then unfold it and fold the short side of the paper and staple the ends together
6.get the strip of paper that you cut off to make a handle staple it on the top of ur lantern and ur done.
Try looking on Martha Stewart's website as well as the Southern Living website. They both will have tons of ideas for all things Halloween. Try looking at Wal-Mart or Target as well since they may have kits for making pumpkin lanterns.

You can let Chinese lanterns go anywhen but it is best to let them go 8 or 10 or when it gets dark to make shore you will be able to see the lantern.
