No. Removing a restricter on a scooter's carb will make it faster but decrease mpg. If you are talking about a restrictor on the exhaust, then most likely you will increase mpg, but boy is it LOUD.
It will not really improve your top speed but it will give a better growl and have better acceleration and power on the hills.
Not!! you have to go more then 80 kph to make it work and then the pressure wil open your membrame and then your going slower instead of faster.

Yes there is, but with retail marketing, they always round it up to 50cc, most 50cc scooters arent even 50cc, they are about 49.5 or so. and like the Suzuki Burgman 650cc, it is actually 638cc, they just round up to make it so people buy it. Incase you don't know, the 47cc or 50cc or 650cc is the size of the engine, not the model number or its power. only the size of the engine. so stop saying scooter and say something like is there a 47cc scooter engine, because it is an engine, not a scooter.

All else being equal, a bigger engine will make a faster vehicle.

An improved flow of air and fuel mix will make the scooter faster. You can do this with an aftermarket exhaust.
Yo you need to be 17 dude .. but you can always just buy a 50cc and put a 70cc bore up kit in it to make it go faster .. that's what ive done .. this way you can get insurance.
