You can also ride up the long roads on your bike for a bit with the soothe bell on it, that's what I did.

Here are the correct ways to raise happiness (Don't believe me? check celebi.net or psypokes.com for reassurance. Psypokes is what i prefer and where i got this information)

1) every 256 (i could be off a few steps sorry) they gain one happiness point (they are called happiness points by the way).

2) Feed poffins

3) take them to get a haircut

4) FYI putting them in the PC ABSOLUTELY DOES NOT decrease happiness. Why would it? That is completely idiotic. Once you have over a hundred Pokemon you cant be constantly changing them out. Don't believe me? check their happiness with the app (you get it in Eterna City Pokemon center) then put them in the PC and take them out later. Their happiness will be the same.

5) winning battles raises there happiness while fainting in battle lowers it.

6) Every time it levels up happiness points increase 1/3/5 points. At 220 points Pichu, Elekid, etc. Pokemon can evolve

One last thing.

In pearl/diamond/platinum versions, you can also give your Pokemon massages in Veilstone City and give them the spa treatment at the resort area after you've beaten the elite four and obtained the national pokedex. Also, the soothe bell hold-item does not increase happiness by walking around but rather increases the amount of happiness earned by other means. Finally, only poffins/pokeblocks of the flavor(s) they prefer will increase their happiness. Some they may find disgusting and will actually lower their happiness.

You should also know that not all Pokemon evolve after reaching their maximum happiness level. Most must level up after doing so and several must be holding a certain item or meet other requirements in addition to being happy.

You can increase your Pokemon's happiness by giving them haircuts, which are available in the Goldenrod City Tunnel.

Just give it tons of poffins then either walk with soothe bell or battle. It's as easy as that. There's no need for fancy haircuts and other garbage. Sheesh.

Actually, that website (Bulbapedia) says that only in Generation one does the happiness go down after putting Pokemon in a PC. Afterwards, by Generation two, putting Pokemon in a PC does not cause happiness/friendship to go down; and, since there is no further mention, it is safe to presume that for all generations afterward putting Pokemon in Bill/Bebe's PC does not lower happiness.

In addition, even if you do have Generation I, it is only Pikachu that actually has any happiness to rate. The other pokemon (if there are any; I don't have Generation I, just quoting the website) don't have any happiness to rate; therefore, that is why the placing of Pokemon in Bill's PC did not lower happiness. By Generation II, you could rate the happiness of more Pokemon.

So there you have it. Both of your answers are technically correct. Redundance avoided and PC still kept in check.

However, since this question is under Pokemon Black and White, which is Generation V, I can safely tell you that placing Pokemon in a PC does not harm happiness--at least, not by much.

Using your Pokemon in battles, leveling them, and not storing them in the PC makes them happy. You can also try giving them haircuts in Goldenrod's Tunnel, but don't feed them the bitter food you can buy right next to the haircut brothers.

Theres a woman in the house south of the woman who gives you the squirtbottle, she will tell you if the first Pokemon in your list is happy or not.

There are various things you can do to get a Pokémon's happiness up. For example, you could feed it Poke blocks.

The permanent way is to use it more in battle. The temporary way is to give it potions which make it happier each time.
