The parts required for this project can be acquired from your local electronics store. You can buy lights, buzzers and motors, and can usually buy gears as well. If you want more than just a single tone played continuously, you will have to make or buy a circuit to do this.
To actually make this toy, you will have to link a motor to the axles. You could run the light and sound off the same circuit, either in series or in parallel, or off a separate circuit. You may want to add a switch to turn it off. Your best bet is to go to an electronics store, and ask if they have a kit which is similar. You could use this as a base model, and add other features on top.
