open ichat. click 'ichat' and then 'preferences' then click 'accounts' there should be a + sign, click that to make a new account
iChat uses the AIM network so a Windows user with an AIM account (See links below) will be able to contact a Mac user with iChat.

There is no Windows version of iChat yet but if the Windows user is using an AIM account then you can connect to the Mac iChat user if they are logged into iChat via an AIM account. Otherwise iChat will not work. You can also connect both users via a free online video/chat application similar to Skype, it's a very useful free video/chat application that cross's both Windows and Macs well.
If you have a virus from iChat, or anywhere else on a Mac, you should notify the world about it as nobody has ever heard of such a thing. There is a Trojan file that can be downloaded by clicking links that may have been sent via iChat. (See links below) You should delete the downloaded file which is often called LatestPictures and remove the apphook.bundle from your account's Library folder... /Library/InputManagers/apphook.bundle Then restart the Mac. After that make sure you never download anything that you do not know what it is and where it is coming from.

iChat is not an available feature on the iPod Touch. There is facetime for the new iPod Touch (fourth generation), but iChat is strictly for Mac laptops and desktops.
