God-trimmed Rune armour cannot be player-made. All God-trimmed Rune armours are possible rewards from Treasure Trails, which sell for varying amounts of money in the Grand Exchange or through street price. Players offering to "make" God-trimmed Rune armour are scammers, who will steal whatever you give them -- this is a very old scam. Be cautious and don't fall for it.
The Rune Platebody requires defense level 40, and the completion of the quest "Dragon Slayer". Since Saradomin Platebody - part of the Saradomin armour - is basically the same as Rune Platebody, I assume you'll need the same requirements.
the best F2P armor is Rune (platebody, full helm and plate legs), Saradomin, Guthix, or Zammorak. all of these give the same boosts
