Rubbing alcohol (also called isopropyl alcohol) is made by combining water and propene. Propene is a gaseous hydrocarbon -- a byproduct of the oil refining or natural gas industries. Don't drink it !!! (It will make you sick.) Ethyl alcohol or ethanol (a.k.a moonshine) is formed by fermentation & distillation. This is the drinkable kind of alcohol.
Under typical distillation conditions, ethanol can only be purified to 95% with 5% water remaining. There are additional techniques that can be used to remove the remaining water to make it anhydrous (no water). Do not confuse 95% alcohol with 95% denatured alcohol. In denatured alcohol the remaining 5% is composed of other alcohol impurities like methanol, propanol, and butanol, to name a few.

Distillation is a method used to separate the components of a liquid, or increase the purity of a liquid. For example, one can generally make highly pure water through distillation. Alcohols can also be concentrated with distillation which is used to make hard alcohols. One should note, however, that there are often contaminants that co-distill... so for example distilled spirits are rarely pure. Potentially heat-stable solids could also be distilled in some cases.
