No, fat do not turned into muscle. What you want to do is to lose the fat by doing cardio exercises, so that the fat doesn't cover up your muscle. Then you could do some weight resistance training to increase muscle size :)
NO! your muscle does not turn into fat it just replaces it as you work out. the toning and mass of your muscle will decrease though witch will make your muscle "shrink" even if you dont work out extensivly you still need to do some kind of physical activity to maintain the muscle you have gained.

When you workout hard and have a caloric deficit (have fewer calories than the body needs from what you are eating), then you will breakdown the fats or "burn" fat to use for energy (it's a complex process, so I'll leave it at that). At the same time, you are building muscle from your workout, so it would seem like that. But no, again, fat can't turn into muscle. It can be converted to energy, and that is about it.
