First find the card key on floor 5 then go back to floor 3 and open the door near the rocket then go to the portal you will appear on floor 7 defeat your rival then talk to the man nearby he will give you a lapras go to the portal you have not gone too yet then you will appear on floor 11 defeat the rocket then defeat the boss rocket talk to the president and he will give you a masterball leave and now you can go in the gym.

But, in order to get the Silph Scope, you must battle Team Rocket's Boss, Giovanni. He will have Ground/Rock Pokemons. Once you defeated him, he will give you the Silph Scope. When you defeat the ghost, this guy Mr. Fuji, will give you this PokeFlute. The PokeFlute will make Snorlax awake, and you have a chance to capture Snorlax. Snorlax will also stop blocking your way through places.

In Firered and Leafgreen that glitch has been taken out so you will need the Silph Scope.
