What do you mean by fast exactly? If you meant it directly, then getting a cold shower would trigger your muscle to vibrate faster to produce fiction and heat to warm your body, you can feel this is occuring when you are shivering.

If you meant how to make certain parts of your muscles, like legs, to run faster, then eating carbohydrates, 1 hour, before doing running training, then eat up protein by 1 hour after your training. Carbs helps to breakdown your muscle cells during your training and then protein will rebuild new muscle cells that are more efficient for a person to run faster.
