I'm guessing you're trying to use a certain device to bypass the speed governor, only to find out that you're still governed by the rev limiter? I don't know the year or model of your truck, but it's presumably recent enough that it has an engine with electronic controls, meaning that the rev limiter is programmed into the ECM, rather than being limited by a mechanical device. This means you would have to get into the ECM and reprogram the settings. If you''re the actual owner of the truck (an actual owner/op - not a lease op), then you simply go to any shop, have the hook up whatever software corresponds to your engine (e.g., Insite for Cummins, DDEC for Detroit, etc.), and change those settings. If you're a company driver and you try this, then the shop will call your breakdown department in order to get approval, and breakdown is going to say no, and you'll probably have to answer for why you tried getting this done. Same if you're a lease operator. Maybe you'll find someone like the "Diesel Doctor" who won't require approval from your company, but they're going to hit a roadblock when they connect to the ECM and don't have the ECM password in order to change those settings.
