Likely, as in most VW's, the recirculation air door is stuck in the 'closed' position. This can be alleviated by (a) replacing the recirculation damper vacuum motor, (b) locking the recirculation door in the 'open' position (illegal, but effective), or (c) doing nothing. Any repuable auto A/C shop should be able to locate and correct this problem. the Recirc door is located on the passenger side of the lower dash, behind (sort-of) the glove box. Good luck.
