Sorry friend, but I'm not sure there are any safe methods to change the skin tone of your penis. However, it isn't uncommon for the skin of the penis and testes to be naturally darker than the rest of your body.
I wouldn't worry about it though. Then again, if it is something that truly bothers you, I suggest that it would be easier to tan the rest of your body than to pale your package.
