If the batteries in a remote are dead, the only result is that the remote control won't work. It won't in any way affect the operation of the device that it controls. If the converter box is in standby, then the remote won't turn it on if it has dead batteries. If the converter is on, then it should keep operating as you would expect it to if the remote control isn't being used.

The remote can work both pieces of equipment. If the remote will not work the receiver, then the remote itself could be the issue. If the remote is not controlling the receiver, press the SAT button and make sure it lights up. If it does, try the functions again. If still nothing, access the System Information screen. Press and hold the SAT button on the remote until all lights at the top come on, then let go and SAT will be blinking. Enter a number between 1 and 15 and press Pound (#). SAT should blink a few times, try the remote again. If still nothing, the remote itself may need to be replaced.
