There is one way that you can do this:
- Save your city
- Open up SCURK (The Sim-City Urban Renewal Kit)
- Load your saved city (When this loads up, you will see a variety of windows. Your city will be in the window in the back.)
- Go to your military base in your city.
- Click on "Object Group" in the menu bar
- Scroll down to "Transportation and Military" (When this comes up, you will have options for subway, etc. Scroll down again to get to the military buildings. The military buildings begin with the MILITARY CONTROL TOWER.)
- Click on what you want to add and place it on your military base.
- Make sure you save.
- Reopen your city in the regular Sim-City 2000 program.
- You will notice your military base change.
