However, you can make a 'pop-up' to work on your own website, and the pop-up would be static, meaning "non-proliferating". I believe you might best find instructions to create a static pop-up for text if you look for a Java Script --- BUT --- and this is important, make sure you read reputable PC Computing / website-making forums for verification of any Java Script because js files CAN harm your own computer if you don't fully understand what you are doing! So join Forums that discuss how to write HTML, CSS, and Java coding, teach yourself the how-tos of making a website, and ask lots of questions. AND, always seek 2nd opinions before running ANY new file with a "js" extension (such as "xxx.js") on your computer. Java Scripts can be very creative and helpful.... or js can hide computer malware, viruses, etc.
