If the gas cover release does not operate, check to see if the cable has beome dis-connected from the little pull lever. If so - re-attach it. If the cable is still attached and still visible, grab it with a pair of pliers and pull. It may have become slightly stretched and a good pull will still release the gas tank cover. If all else fails you will have to have the cable or the release mechanism repaired/replaced.

If the handle is broken, then you'll have to manually open it. If the locking mechanism is frozen, you will have to manually open it. Generally that means pulling the back panel off and pulling the latch cables by hand. Sequoia forums have detailed information on how to remove the rear panel - fairly simple.
