It depends on the style of timing cover you have. The older style mounts from the inside and has a lip to rest against in the hole. The newer cover has a larger outer hole for a flange style seal that goes in from the front or outside. The seal has a 3/8 inch flange on the seal that rests against the outside of the cover.

I believe a Ford 8 hole will fit any 8 hole. The center hole is bigger on Ford than Chevy and also Dodge.

I would say because there has to be a standard method of installing flanges that everyone needs to follow. For the simple reason when installing or replacing items such as valves with welded or otherwise fixed flanges, if there was no standard the replacement valve would be 1/8 of a turn or 45 degrees off center if the piping flange bolt holes were on the verticle and the valve flange bolt holes were not. This would be in the case of 4 or 8 bolt flanges.Also in the case of non flanged valves where long bolts pass thru both flanges and squeeze the valve to make the seal a vertically placed bolt hole would interfere with the valve operator or handle preventing the valve from being mounted straight up, down or horizontally.

It depends, the main issue in this case is did the team correct their mistake before they teed off on the 2nd hole. If they did, they would go back and play the 10th hole, but they have to count the amount of strokes they hit on the 1st (say 4) and a penalty of 2 shots, so essentially they would be playing 7 off the tee! If they teed off on the second hole they would be unable to correct their mistake and would be disqualified, this falls under playing holes in the incorrect order.
