It sounds to me like this is the screen saver coming on. When you move or click the mouse the screen saver will go away. If you want to shut off or change the screen saver time out, you can right click on the desktop and select 'properties'. Then select screensaver and here you can change your settings.

You can lock your screen to prevent annoying kids from moving necessary applications on the desktop. Just right click your desktop, assuming your computer is fully functional and is not frozen, you can unselect the lock screen/items function. It should show up on the menu that appears, you may need to move the cursor over screen options or arrange items depending on the OS.
