In school you cant drag the question and put them in order you can drag the desk top Icons but not my things in school It works on my other computer but not my laptop I just got for christmas.?

You can lock your screen to prevent annoying kids from moving necessary applications on the desktop.
Just right click your desktop, assuming your computer is fully functional and is not frozen, you can unselect the lock screen/items function. It should show up on the menu that appears, you may need to move the cursor over screen options or arrange items depending on the OS.
