Any internet browser will view them (Internet Explorer, Firefox, Safari, Google Chrome ETC.) But if you want to edit it the simplest and one of the most common ways is the program Notepad which usually come with your computer. Make sure that if you download it that it is plain Notepad not Notepad XML or anything like that.
