Your dead bolt has probably locked itself on, this happened to my 307, it cost me over £200 to get fixed by a dealer, which is what i would recommend as i tookmine first to a garage and they wanted to hack the interiour door away which would have cost a further £300 to replace.
the fuses in a clio can be found on the nearside side of the dashboard if you open the door there is a cover they should be inside there
Make sure the driver's side door is unlocked otherwise fuel door will be locked automatically. If unlocked then there is a problem with the fuel door switch.

There is not release. The fuel door has a lock. When the doors are locked, the fuel door is locked. When the doors are unlocked the fuel door is unlocked. When the doors are unlocked, press on the front of the fuel door (the side closest to the front of the car). It should pivot open.
You open the door by shaking the iPod or whatever you have and when it is unlocked you grab the torch and put it on the spider web to burn it and then walk in.
make sure the car is unlocked and manually open the tank door.

The gas door is locked or unlocked with the other doors on the car. If the car doors are locked the gas door will not open. If the car is stopped with engine off and the doors unlocked you should be able to open the gas door by pushing on one side of it. If this doesn't work, you have an electrical or mechanical problem with the gas door.
You just push on it to open it. If the car is locked, the gas door will be locked also. The car needs to be unlocked in order to open the gas filler door.
The "gas door" is magnetically interlocked to the door latches. The door can be readily opened manually when the doors are unlocked.
