How do you open the fuel door in a Honda Accord 2004 sedan when the fuel fill door stops operating?

Have you tried opening the trunk and removing the trunk liner on the driver's side? This may give you access to the opener. You can at least have access to the cable. You could also take the latch assembly on the floor, driver's side apart, and see if you can access the cable and pull it with a pair of pliers.
