Auto enthusiast husband says can't be done at home. Mechanic needs it on the lift to find the break on the cable
They make a special tool you can buy from a classic corvette shop. Comes with directions. They run between 20 and 40 $.Mid-America Motorworks sells a tool for this.

If its broken, then the cable is released. IF the breaks are still sticking, then the rear brakes will have to be opened up and the mechanism freed up.
omg u Have to go thru the grill and pull the release latch
The 1998 Chevy Corvette parking brake can be adjusted with the parking brake adjustment bolt. You can also adjust the parking brake cable.
It depends which cable is broken. If the main cable is broken under the truck, the brakes should release on their own. If the brakes dont release, the cables are frozen from rust and need to be replaced. If the release cable from the handle to pedal assemdly is broken reach under the dash above the pedal and find the small release arm. Pull the arm toward you [ the rear of vehicle ] and the emergency brake pedal will release.
If the cable is broken you should replace it.

There's a special tool that'll release the latch by sticking it in between the hood edge and windshield. Any Corvette shop or even a dealer should have this. I've seen it advertised in Vette parts catalogs.
